CB400F rear shocks and frame neck

First, I took this picture of the frame neck of my bike.  Can anyone tell me if those welds are original or has the neck been modified?  I can't tell if the rake change is only from the extended forks or not.



Second, there are two adapters of some kind on the swingarm ends of my rear shocks.  Are these lowering blocks?

Yes on the lowering blocks.   And the look of any rake "change" may be exaggerated by them.  Is your plan to restore it?

Not sure about the frame neck, but it looks to be factory welds. Looks like those are the sketchy lowering blocks that lift and drop when the suspension is fully extended. You can get some that are secured to the swingarm with a bolt.

I'm not planning on a full restoration but I like the stock look of these bikes and I'd like to get the front end close.  I'll get some proper length fork tubes and see if that fixes the odd rake look.  I'll probably just get rid of the lowering blocks since they seem to be of a poor design.  If I don't like the ride height, I can look for some better blocks.  Thanks guys.
