key switch bad?

the key switch does turn on and gives power. i checked power on the lower 15 amp fuse main. its got power. the middle and top no power. i checked wire harness going into fuse block, still no power.  the only power from the harness going into the fuse block is the red and white wire, that powers the 15 amp fuse main. any suggestions? thanks

Clean the end contacts and fit new fuses then re-check
Semi Geriatric ex-Honda mechanic and MOT tester (UK version of annual inspection). Garage full of "projects" mostly 500/4 from pre 73 (no road tax in UK).

Turn on the headlight switch and repeat the test. The main circuit (through the 15 amp fuse) is getting juice- so far, so good. As long as the lighting switch is off, you won't be able to get juice at the headlight and taillight fuses.

i do get headlight low and high beam, but the running tail light dont work only when i hit the brake it comes on. i checked bulb the both filaments are good.
