Question about PA inspection, Antique tags, etc.

I have a '73 350F

I have normal tags and registration for this bike, but it is not inspected.

The bike was last inspected in 2006, but since then the previous owner let water gather in the original! pipes and there is a hole on the left lower hand muffler (was leaking so i patched it) and a crack along the bottom of the upper left hand muffler which leaks a tiny bit, but I'd rather not fix it yet. 

I figure this will fail inspection as the PA criteria say that the bike will fail if there are holes or evidence of external repair.  The guy at the autotags place said that an antique plate will take at least a month to go through.  I would very much like to (legally  :P) ride around on the roads.  If my Antique tags are pending, am I allowed to ride around without an inspection?  Or do you know if shops would forgo the muffler holes since the bike is too old to need emissions inspections?  I want to ride around without feeling like I'm "ridin' dirty"
