I am getting a parts list togther for my topend rebuild, and on the parts fisch there is a  part 
05  RUBBER, INSERT 12620-286-000  (replaces 12195-300-000)  qty 20 needed.  do they seat in round the dowel pins??

Those are the anti-vibration pucks that fit between the fins on the outside of the engine. They don't seal anything and can be used or not used at your discretion.
Give me..a frame to build a bike on, and my imagination will build upon that frame

Their purpose is to prevent harmonic vibration in the cooling fins.

My bike was missing half of them so I just pulled the rest of them out. It seems like it would be near impossible to squeeze them back in. But who knows. I am wrong all the time.

Putting them in is far easier than getting them out in one piece, particularly if they're hard and brittle from age, UV and heat exposure.
