Carb plug on a 1977 CB550K

Hello!
 Isnt there supposed to be a plug in this hole?
I have not seen any gas dripping from it but could this be the source of what looks like a previous gas leak on the carb body and engine case?
If there is supposed to be a plug in there does anyone have one to spare? I can paypal you!

My cousin just bought the bike so its recent history is unknown.

No, that 'hole' is only there because of the productionproces. The brown stuff is oil, leaking from between the headgasket (the oil O-rings to be precise). By riding wind is has flung on the carbs. Harmless.
