personally, #2 seems easier to deal with.  It looks like there's fewer loose parts to keep track of.

Presonally I wouldn't buy either one of those.

I would just take them to a shop and have them dynamically balanced.

For the price I can get a set balanced about 4 times as compared to what the tool costs.

Better balance too.

Thanks kghost, The only problem that I have is that the last time I took my rear Comstar to get balanced it would not fit in the Dynamic balancing machine. It was apparently too big? He used one of those tools to balance the wheel. I plan on wearing out lots of tires in my lifetime so I was justifying it that way. I may be able to find one cheaper then on eBay but I was just curious about the design.

The first one is probably better as the mounts are part of the package. I doubt a shop could do any better.

I like the second one being able to go up on jackstands like that.  I've got an even cheaper one and it does an alright job.  Most of the balancing on these bikes is to offset the weight of the valve stem.  Get it reasonably close and you're fine.
