what does a CB650 redline at?
if you are at 35mph at 3000 you should be at 6000 rpm at 70.  i'd say clutch is slipping. clutch cable start disengaing as soon as you start to pull in the lever? if so, make the cable shorter with the adjustments on it.  it may be slightly disengaing when all the way off the lever causing the clutch to slip.

I would let a bike mechanic ride it and see their thoughts too.  couldn't hurt, and they may not charge you for a little diagnosis.

Yeah I'd go along with that, 30mph 3000rpm, 40mph 4000rpm etc etc unless you are really screwing the bejezzus out of the bike.
650 redline is 10k, I know I hit it at 35mph when finding a false neutral. :)
I can actually feel and hear mine slip at high speeds although today I topped out at 80mph (130kph)
with very little slip.....still gonna change my oil though. ;D
I think the thing I most like about motorcycling is the speed at which my brain must process information at to avoid the numb skulls who are eating pies, playing the ukulele, applying make-up etc in the comfort of their airconditioned armchairs as they make random attempts to kill me!!!!!!!
