Does any state regulate the maximum height headlights can be above the ground? On the way home tonight...on the bike...I was followed way to closely by one of those swamp trucks whose headlights had to be 5 to 6 feet up.  It was like having two carbon arcs pointed at the bike. How can you possibly take headlights that were designed to be mounted a couple feet off the ground and adjust them so they provide the correct beam pattern for the driver without blinding everyone else? I'm not sure if he had on hi or low beam, but hi beam would have probably gone over my head and been better. 

I finally just pulled over and let him go!

All you have to remember when you see a raised truck is that the driver probably has a sub-par intellect to go with his small penis. Give them lots of space, thereby massaging their ego-in-need-of-help, and make life easier for yourself.

I've done the same thing.  As they pass I take out my imaginary paint ball gun and give their vehicle an imaginary dousing of bright orange.

PS To answer your question, there almost certainly is a regulation governing the height that headlights may be above the ground. However, if they are no higher than those that may be found on a semi they are probably within the law.....if they are adjusted correctly.

I cant understand why some people lift their trucks to the heights they do....basicly anything over a 6" lift is overkill...even 6" borders on it...I will be lifting my new blazer sometime soon but i wont be going over 4" with it and thats with a combined suspension and body lift..

Try looking cool, as a driver examiner, when you attempt to get into one of those things without a ladder...

A lot of those lights are not actually street legal. For "off road use only". So more than likely, he is breaking the law in the first place.
