starting a cold bike with too much choke?

should the choke plates be fully closed when the choke is pulled all the way out?  spent a little quality time with my 78k today and trying to understand this rigged setup that the previous owner did with the choke cable.  rather than just leave it hooked into the choke arm and clamped to the carbs, he taped it down with electrical tape right over the top of the clamp to keep the cable taut.  this way, when you apply full choke, the plates are fully closed.  seems to make sense, but i noticed that the bike only idles properly with the plates cracked open just a bit.  if the plates are supposed to be be fully closed, then i guess i have to do a little more fiddling to figure out the problem.  otherwise, my question is, how much of a gap should there be with full choke applied?

Yes.  Depending on how cold it is, the bike may not run at this setting.  That is why it is possible to put the choke at other settings.

Do 750's have that wee hole in the butterfly that my 650 has?
Mine close up the chokes completely and there is still air entering through those, I guess all these 4's need a heap of choke when cold.
I think the thing I most like about motorcycling is the speed at which my brain must process information at to avoid the numb skulls who are eating pies, playing the ukulele, applying make-up etc in the comfort of their airconditioned armchairs as they make random attempts to kill me!!!!!!!
