Or is it just my system?

I used to be able to pay instantly after I took great pleasure in sniping someone's ass in the last 3 seconds and be done with it. I've been trying to pay for 2 items I've won in the last 12 hours (sorry to anyone if I got you  ::) ) and I am not able to get on to PayPal. What a PITA to have to continually go online and attempt to be the good EBayer and pay instantly.

You guys having the same problems too or is this just vindication against my happy sniping ass?!

i can get to the send money screen, i have no one to send money to nor do i have money to send.   :'(  BUT, it doesn't seem broken.   ;D

I always link through "Pay Now" in EBay. I haven't been able to get in that way or directly. I only use PayPal for payments since I'm not a seller and do not maintain a balance. WTF. Aggravating.
