Is my frame bent? Handlebars turn too far (photos)

Been working with this 400F off and on since last summer.  I bought another set of handlebars off ebay since I reached the conclusion mine were bent.  Got the handlebars and..  same thing  :(  What I am now realizing is that my front wheel turns way further to the right than it does the left.  Look at the photos.  It's harder to see in the photo but use the #1 and #4 pipe as a frame of reference.  Am I screwed?  Is the frame bent or something?  Something told me it might have been laid down at some point but it didn't appear to be anything serious enough to bend the frame or anything.  What do you make of this?

Sounds like a steering stopper problem.

At first glance that did look a little off center (it may be just wishful thinking though).  I just don't know how it could have gotten off center.  It's hard to see very well.  I'll try to get a closer look...

*edit*  You may have hit the nail on the head.  The stopper is "mushroomed" on the one side from the handlebars being slammed to one side.  Huh... and I thought that little bump on the lower steering clamp always busted.  Looks like this one smashed the steering stop.  It is probably bent too...  Thanks... :)

Getting back to this...  How would you approach fixing it?  The stop definately looks of center if you look straight down on.  Should I just try to grind it off and start over?  or just try to coax it back into shape?

On my CB350F, one of the stops on the frame had been drilled through and tapped.  With a screw and lock nut it is now an adjustable stop.  I don't know if that is stock since the PO had mod'd the 350 into a cafe back in the late '70's.  I don't have a pic right now.
