Sticking Throttle

I have a 1976 cb550.  The throttle pulls smooth when the bike is off.  However, when the bike is on, something holds the throttle from turning at about a 1/4 turn.  If I push it through, the bike revs super high and takes a long time to get back down to normal idle.  After I turn off the bike, the first time I pull the throttle I hear it "unstick" and then it pulls smooth again.  I can't see anything abnormal or see the throttle linkage catching anywhere.  I have also lubed everything pretty well with wd40.  I would appreciate any suggestions, thanks for your help.

If the throttle slides or carb bodies are badly worn it is possible to get this effect. With a little play if the fit of the slides the suction of the engine when running can pull the slides slightly off centre causing them to stick. Check for fit and wear ridges, smooth off if necessary.
