Tank cap rivet...how to set?

Got an NOS tank cap and mounting rivet for my repainted CB350F tank...i think the factory must have used a special too to splay the end of the rivet after inserting it through the mounting hole in the cap and tank bracket.  I tried tapping on the small end lightly (very, very carefully!) with a punch while bracing the other side with another metal object, but no dice.  Nearly beat my head against the garage floor trying to get this right!  What should I do...perhaps a dab of epoxy on the end of the rivet?  hmmmmm...

I guess they had a special tool. If I were you I would make sure first that the closed end is tightly attached to the tank bracket, for that you will have to devise a bolt-and-tab attachment, and the slightly punch into the open end with a blunt point chisel. If it doesn't work, get a thin copper wire, do some turns around the open end and use a soldering iron to fix it to the rivet. You can always remove the solder in case you need to.

Another thing that can work is to use one of those carpenter holding clamps like this one (JFM-158)

you could use a small nut and bolt instead   :-\  mick.

I think the best way to do this would be with a suitable clamp and a cone type
wedge and the end that needs to be swagged.  That way you can sloooooooooly
put the pressure on .  Maybe use a large nail cut off near the top and ground to
a point.

I used a 3X rivit gun with a dimpling attatchment to drive the sucker.

That probably doesn't help you tho.  :(
