Removing rust from behind rim strip

Friends-

I just got a new set of tires (Avons) and started the process of changing them tonight.  When I got the tire off I noticed a fair amount of rust both behind the rim strip and around it.  In searching I came across TT's advice to use a zinc chromate primer once I have removed the rust, so that is what I am planning on doing once the rust is gone.  As per removing the rust I was wondering if the molasses concoction that folks use to get rust out of their tanks would work for removing the rust on my wheels, or would I be better off using a wire wheel?  I am guessing that the mixture is too liquidy, for lack of a better word, to use on the wheels, but I thought I would check to see what you all thought.  Also, any other advice for making sure the rust stays gone once I remove it?

I wired wheeled off the loose rust. Used a rust reformer to change the remaining rust and painted the inside with a two part epoxy paint to try a seal around the spoke ends to slow down new rust. Water will get in eventually through the spokes, but I want to slow it down. I used the old tube as a rim strip since it was better rubber and thicker.

my rims had been outside for quite a while when I got my bike, and  they were rusty inside. I bought the spray or brush on product that is supposed to convert rusted metal into something paintable and used it on the inside strips of both rims before I put the new wheels back on.

Good idea about the epoxy paint.  When I put new tires on two years ago, I used a wire brush to remove the loose rush, sprayed the rusted area with Permatex brand rust treatment, put a new rim strip in, and I was finished.  I did not have extensive rust, though.... just a few bad areas underneath the old rim strip.

In hindsight, a coat of paint like bobby suggests would be a good idea.  I don't know if it is necessary, though.

I used a circular brass brush in an angle grinder to softly remove all the rust then painted with rust killer. Quick and easy.

I use a 6 inch wire brush wheel on my bench grinder to remove the rust, then paint with a cold gal/zinc rich paint

I didn't think it would be possible to completely seal the rim from the elements, but I like the idea of using the old tube for a rim strip and using an epoxy to seal off the spoke ends. 

And the more I think about it, the more I think it will be easier to just use a wire wheel and sandpaper than it will be to use the molasses concoction.

or instead of using sandpaper use a 3m scotch brite pad it will get into the crevases(spelling?) better. 8)
