Screw Turns on Shift cover but wont back out..WTS

I'm taking of the covers on my 73 CB750, and the top screw on my shift cover was loose (didn't thing anything about it) went around with the impact loosened them all and the top one will turn but will not back out?? all other are out and this one just turns, no effort unless I pull the cover towards the head, still does not want to come out.
If it was busted it would come out, correct?

Any ideas on whats going on? ???

You're not the original owner? Could be stripped threads or a helicoil that has failed. Or some such. I would pull on the cover to put some pressure on the screw, and while applying that pulling pressure then, try and turn it. Maybe the threads will stay with the case and the screw will come out. How much if any of the screw is showing? Enough to get a Dremel like cutter wheel in and cut the head off?

I am Not the original owner. I noticed that the PO did have the covers off. All the screws so signs of it. The chain cover doesn't even have the correct screws. :o 
I have tried to put pressure on the screw with the cover then try to back out the screw, and no luck. it is not out enought to fit a cutter in there.

If you can tighten it, drill the head off.

Drill out the head of the screw with a drill bit the same diameter as the screw body until the head of the screw falls off, remove the cover, and deal with the remaining screw after you get the cover off.  There are probably the stripped thread aluminum wound around the screw threads that prevent the screw from coming out.

If you can try to pry out on the screw while turning it sometime a little resistance will get it to come out.

Alright, the threads were stripped out on the end of the screw. There is a reason, I have not found it yet. ??? I will have to make sure that hole is good to go before I thread a new screw. I plan to run a tap in there to make sure.

On the sprocket cover I ended up cutting the screw and cover from the back, easy outs did not work, so I got that off.
All was easy and smooth until now. Should have expected it.  :P
