Technical Carb Question CB400T

I've been working on getting the 78 Cb400T Hawk running good, but am still having idling issues, and backfire on decel.  Cleaned the carbs out really well (compressed air, carb cleaner, all the jets and nozzles are clear.  Replaced air-cut valves, but popping still occurs.  I found there was a slight leak between the carb boots and the head, so I got new o-rings to help that.  New air screws will be going in (old ones washer and o-ring were lost).  I just pulled the carbs off and noticed this:






The hold in the carb where the air-screw goes is wallowed out pretty bad on the second one.  I cant help but think that this is letting more air through than it should.  I do have a spare set of carbs for this bike, (well only 1 carb cause a jet was stripped out bu the prev. owner), but the carb that's in good shape is the one I would need. 

Should I swap this carb with the wallowed out hole for the other one?  Would that make a difference?

AT first I was very confused, but then I noticed that one hole is much bigger than the other.

I'd say yes, if you have a spare, swap it out.

Holes size relates to metering.  But, aren't the restrictive metering devices (air an/or fuel) upstream from the exit port in the carb throat?
