Yeah, right.  I'm pretty sure you have to spell copyright correctly in order to actually file for an official "license".

I wonder if Honda would get pissed off that he's selling their factory wiring diagrams?

Ah, I don't know, 8 bucks seems cheap for what he's offering. If I was struggling with the job of removing the bulk of a bike's wiring for a cafe or chopper project, I'd easily drink more than 8 bucks worth of beer while sitting there swearing at it! ;D
I was feeling sorry for myself because I couldn't afford new bike boots, until I met a man with no legs.

So I said, "Hey mate, you haven't got any bike boots you don't need, do you?"

Well I did buy (off EBay) a little booklet on how to build a simplified wiring loom for choppers a couple of years ago Tim, so you're too late! ;D

I don't see anything wrong with what he is doing.  He took the complex wiring diagram, that I can't read at all, and took the time to make it into something the average person can read.  The legality of it may be questionable, but it is not like he is copying the diagram out of a clymer manual and selling it.
