Dumb float question

So, there's a thread below describing my woes, but when adjusting float height, would the mixture be richer with the floats sitting lower or higher in the bowl? In other words would a distance of over or under the recommended 26mm cause a rich condition? I feel dumb asking, but I can't wrap my head around this one. Thanks.

float height only adjusts the amount of fuel in the bowl.
25mm would allow more.
27mm would allow less.

Not necessarily true.

If the fuel level is adjusted over a millimeter too high, this makes it easier for the engine vacuum to suck gasoline out of the float bowl.
The engine runs "soggy", it gargles on too much fuel at idle.

If the fuel level is adjusted over a millimeter too low, it's harder for engine vacuum to pull fuel out of the float bowl, so the engine
tends to surge and has an unstable idle RPM.
