Throttle Sticking/Carb Issues CL360

Hey fellas. I explained some of my issues over in the introduction part of the forum but I will repost them here.

I'm having some issues with the 360, maybe a few of you guys can help me out. Rebuilt the carbs once already. Got a sticking throttle going on, fouled plugs (dark and carbon) quite a few backfires out of the carb, I turned the mixture screws out to factory spec. I think I need to get them tuned. But even before I took the carbs off and cleaned them, the throttle was still sticking. It would do it when I was downshifting and it would stick at about 4000 and I would have to ride the idle screw until it calmed down then quickly crank the idle screw back up so it would not stall. I do have about a quarter forward twist of give in my throttle before it leaves idle and begins to tighten, however I have sat there and looked at the carb while twisting the throttle and have noticed no issues with the throttle line catching and releasing. Also to back up this theory, the throttle sticks about half as much without airfilters.

Perhaps an air leak somewhere in the carb? And also, remember this is a 360, its a 75 if that makes any difference, I want to end up tuning the carbs to K&N Filters but am I also going to have to re jet? If so I'm not so sure I want them.
