I was looking at tool kits on eBay last night and none of them had the spark plug socket in it.  I do not if it came with them or not but I would have thought that to be standard.
I don't have a motorcycle, sold it ('85 Yamaha Venture Royale).  Haven't had a CB750 for over 40 years.

I inherited a spark plug wrench recently that was meant for snowblowers and lawnmowers, it's exactly like the spark plug wrench that's in the OEM toolkit.

www.servicehonda.com or www.hondaparts-direct.com would be good places to get the toolkit.  You can get the spark plug wrench and other tools from the kit by themselves without getting the whole kit.  Ebay sellers play on the assumption that the kits aren't available or are expensive.  Hondaparts-direct has the whole kit with the bag for $13.88 and the spark plug wrench by itself is $5.10.

I don't think this part is the tool kit:

That doesn't matter, either petcock outlet can be run to either carb inlet.

By the by, you asked before why gas only appears to flow from one of the petcock nipples, that's normal, just a side effect of the internal resistance in each fuel channel.  If you were to block off the one that was flowing, you'd see the other nipple start flowing at the same rate.

You're right, that's not the tool kit.  The fiche for a 1974 CB550 shows this as the tool set.

All this talk about spark plugs reminded me of a cheap tool i just got to help removal and installation vs using the ratchet or fingers it has more feel (rubber grip) too it to avoid cross threading anyways here in colorado we have a place called Harbor Freight Tools you might have something similar in your area the tool worked great so i thought i would share my find.

The fuel line trick is superb for putting in plugs without cross threading.

when putting the float bowls back on are they supposed to set flush with the float chamber or is there gonna be some resistance from the leaf spring? im afraid that resistance pushed the floats back up and closed the jets

Did you put your petcock back together right?  Disconnect the hose and see if you're getting gas when you turn your petcock on(or if you're not sure how much gas is in it, to "reserve").

Did you adjust your floats at all?  If you made a big adjustment, double check that you measured from the right spot.  Also make sure they're in there the right way -they can be put in upside down.

If you're working in a pan or don't mind getting some gas around, you can connect up a gas supply without the bowls and check if fuel flows through the bowl inlets.

When you run into problems, you have to logically go from one thing to the next and determine where the problem is.  In this case, you have to start at the tank and figure out where gas isn't flowing.  Ruling out the tank, petcock, fuel line, carb in, carb passages, bowl in.  Once you have gas in all those spots, if you have compression and spark at close to the right time, you should be able to run.  If not, I'd check to see if you have spark by pulling a plug and grounding it against the engine and turning it over with the ignition on.  And check to see if gas is in the cylinder(on the plug when you pull them after trying to crank).

Since it's a new to you bike, I'd do the whole tuneup routine -make sure the valves, points and timing are set, that the right plugs are in it their condition and gap, check the quality of the spark and the resistance of the plug boots, check the resistance of the coils, new oil and filter, check the air filter, carb sync, etc.

It's not as overwhelming as it sounds once you've done it a few times.

Andy,
first check for flow from gas tank to carbs, may be dirt in petcock. Then pull a plug and see if you have fire. These are the two esentials ,fire and fuel. Sound more like fuel is your trouble from what you are saying.

i cleaned out the tank, the petcock, and the carbs but i will take the tank off tomorrow and check the petcock first, im not getting fuel to the inline filters so im gonna check that first. even if the jets are closed shouldnt gas get to the inline filters or does the air pressure in them prevent that?

Sometimes it's just hard to see gas flowing through them.  I didn't like running in line filters.  Search for inline filter and you'll find some bad reviews.  I had some problems and wasn't sure if they were the problem or not, so I just took them out once I felt secure my tank was clean.

WAHOO guys i got the bike running, i found the two problems. my needles get stuck not letting fuel into the carb and my petcock has had it so i need an entire new petcock because also a screw got broken in it when i was putting back together so if anyone has a working petcock for a 74 550 (not the sock kind) let me know or if they know where i can order one that will ship fast let me know.

when i first got it running it smoked quite a bit, but i turned it off after a while and started it back up and it doesnt do it now. could this be from the oil change or does this mean it burns oil?

i took the battery to oreilys and they said it was good that it just needed a charge so they charged it. well it started the bike the first few times but now i have to kick start it to start it. if i rev the engine over 3000 for a while the electric start will work but only once. is this just bc its lost a lot of charge and needs to be rode so it will charge?

and finally the guys who painted the tank did a sh** job and i dont know it it was the toilet bowl cleaner that got on the paint, mineral spirit, or gas but now the paint on the tank is coming off. whatever did it it just broke down the paint. i will eventually get it painted by a professional and was wondering how much that would cost me, plus the side covers? anyone know how the auto paint from like autozone would work just for temp fix, if i strip down the tank and prime it, paint it, then clear coat it?

i know this was a long post but thank god i got something accomplished hahaha now on to the next step

Good Job!  The paint was prolly rattlecan and the wrong brand of rattle can at that.  Do a search on this site for rattlecan.  Many bikes here get painted that way and if you do it wrong or use the wrong brand, what you saw happens.

I have not painted with a sprayer and compressor since I was 17.  That was looooong time ago so I have no idea now.

I did read a few interesting posts on that today.  Tiz why I brought it up.  I think I remember Duplicolor and Rustoleum to be good and some people have issues with Krylon (spray pattern width and Peeling/Krinkling/Orange Peel?).  If I am little off guys, it is just what I think I remember from the threads today.

You would be better of spending 30 minutes reading the threads with a cold one or a real drink.  Also, digging around for how to remove the gas cap.  There are pdf manuals linked somewhere on this site.
