well the PVC pipes roll, so perhaps a poor mans tumbler?  You could tumble rocks (my Grandpa did this as he was a Rock Hound) or use it to clean small parts?  I'm just not sure what would power it...

or it's a centrifuge  :o

It's part of a recently submitted high school science project; these are centrifuges for enriching mary jane so they can roll "the big bomb".

just kidding. if it can fit a bike wheel, maybe it's an indoor trainer?

Hard to tell the dimensions but I agree that it has to have something to do with a bicycle. Some type of home made trainer type thing to give the real feel of pedallign a bike and balance etc rather than training on a stationary bike. May even be able to adjust the tension on the rollers to simulate hill climbs etc....

to be powered by my 3-wheel electric and the other side for
the recalcitrant 600 single.
But what exactly happens when I drop the clutch on the single

Make sure you get your trajectories right before you try, gerhed, else you won't catch orbit and you'll just keep going  ;D

I'm an avid helmet user thank you. Longboarding, motorcycles, snow boarding, and mountain biking. Plus I am hardly "X-treme". I'm very conservative when making my actions. Just like this guy.
