Can anyone tell me what the white plastic piece is in the hole at 12:00 in the pic? and does it come out? How?

Fishhead, thanks for the reply.

So I'm assuming that it's stationary. How can I tell if its clean. If I shoot carb cleaner through the small hole (outside bottom of the bowl) next to the accelerator pump should it shoot through the the pictured hole?

Thanks, for the response. I messed up the carbs a bit, left them in the cleaner too long (chem tool), changed the color. They had a black film on them so I rinsed them i dishwashing liquid. When I blew them out I also blew out a felt choke linkage seal. I think I need to make a new one, cant find them anyware.
