New here, New to CB's...New to motorcycling, really

Hi all.  After many years of lurking and yearning, I finally decided to take the plunge.  I had been looking at Suzy Gs's for the longest time, but recently was presented with the opportunity to purchase a 1977 CB 750F.  As I do not have any knowledge base on this machine, I am appealing to anyone here who can advise if this is a wise purchase and how to get this vintage piece of engineering road-worthy.

I went to see the bike yesterday.  It was pretty clean.  The guy bought it as rat bike and was able to procure a new tank and seat assembly.  He rode it for a year or so and then the tail running light and speedo backlight went out.  He assumed an electrical short (methinks a fuse) and stopped riding it.  it has sat for a year.  The inside of the tank is soptless.  The fork legs are clean.  It is registered, current and titled.

The bad:
The battery is dead
the carbs are probably gunked
the exhaust looks partially amputated-like the megaphone was cut off
the weird z bars are probably not installed right
the throttle seems a little stuck (could be due to the carbs...i do not know how they are attached)

Any insight into if this is a good buy and/or too much of an undertaking as well as what steps to take to get it up off its butt.

sealed the deal, but have not picked it up.  perhaps i will have it in the garage Saturday.  i am going to need some guidance, but i am confident she will purr

There is just a friendly little thing we do here between the F and K owners.....nothing to worry about (until you go to change needle positions in your carbs) :D :D
