Looks like you have a 750, but maybe this will work for you as it did on my 650.
Get the airbox rubbers on and clamped, then get your head rubbers as close as possible, now comes leap of faith...using nice large soft block of wood and my favourite tool the BFH (Big F*#@ Hammer) tap the carbs forward but only tap on the very end of the carb rack shoulder.
Alternate from side to side and they should slide on, I used some grease on the inside of the rubbers to give them some slideability. ;D
I know this is not the PC way to do this but needs must.
I have heard of guys using 2 large wood clamps placed on shoulders and at front of head, he eased the carbs onto the head by slowly winding in the clamps, great idea but I don't have the clamps. :D
I have since learned that there are arrows on the head ports at the very top moulded into the alloy which should be lined up with the arrows on the carb rubbers...as I said this is on a CB650 79 but hey no one else was replying to you.

I think the thing I most like about motorcycling is the speed at which my brain must process information at to avoid the numb skulls who are eating pies, playing the ukulele, applying make-up etc in the comfort of their airconditioned armchairs as they make random attempts to kill me!!!!!!!

I put the tubes on the air box this past summer and had problems getting them to go on the carbs.  Too tight and I wasn't making any progress.  I then got the idea to put some golf balls in the boots.  I shoved 'em in pretty hard and left the whole thing to sit in the sun for a while.  One beer, two beers, and a little more pressure.  After a couple of hours the boots were stretched enough and they slid right onto the carb intakes.

Someone around my place suggested putting the carb boots into solvent to make them swell, but that didn't sound too good to me, so I never tried it.

Good luck!
