Full restoration with engine rebuild could very well make this bike worth that, but only if someone is willing to pay that. Especially if the mileage is correct. Worth is in the eye of the buyer. Try pricing out a bike with that mileage, pay a professional to restore via rechroming, repainting, repowdercoating, rebuilding, new parts, virtually unobtainable NOS parts, etc and see what it would cost you. Or what would a new modern bike cost you?!
As of today 3/13/2012 my original owner 75 CB750F has made it through 3 wives, er EX-wives. Free at last.  ;-)

Fact is a lot of people are tired of the generic bikes these days. For some reason, makers have not realized this, I suppose it is because people want bikes and will buy what they will settle for. Our rides are up in value greatly. Look at the number of parts available in the last for years compared to 10 years ago. We ride a collectors item that many people want. Have you checked ebay? an AVERAGE cb750 is 1500 or more now.
