welding location question for rear set addition

if i were to weld some 7/8" rod/tubing to the lower rear engine mount brace as seen below, would it be better to weld to the outside face of the brace or to drill through it and weld the tube/rod into the brace on the front and back?

probably best to drill all the way thru the bracket and weld the tubing to the inner and outer faces of the bracket.  That way when you insert the bolts to hold the rearsets, you won't try and tighten the bolts and squish the bracket.
