750 F3 seat hinge stud removal

I painted the frame from my F3 750 today and, as I was wire wheeling the rust off, I discovered that the two studs that the seat hinge bolt to were twisted off by the PO. Great. My question, are these studs that I can screw out (once I get the rust removed and the stud loosened anyway) or are they pressed in, requiring me to drill them out and retap the holes? Or, even worse, are they part of the plate that is welded to the frame? Anybody ever removed these? There is enough there to grab with vise grips, but I don't want to frustrate myself by twisting on a pressed in part.
