Plastic caps on float valve set?

Hi everyone...I have the fast idle problem on the '76 Honda 750 K6...it was recently revived after sitting still for five years...as I wait for my carb sync tool to arrive via mail was wondering...should those stupid little plastic caps that sit atop each float valve really be there or did someone just leave them there and they are like packaging crap...I put them back on after my carb rebuild but I'm wondering if the not helping...specifically, they are about a 3/8" long, skinny and fit on top of the float valve in which the little slide fits...the slide is in the metal channel of the float valve but these little plastic pieces sit on top of the hole on float valve set...I wonder if they are restricting air flow and no letting the float valve slides to do their job...thoughts?...I don't see them in the clymer manual...thanks.

Okay, I know this one was a obscure one so here are some pics

anyone if they should stay or go?...that little clear plastic cap on top of the float valve?...thanks!

If they're not clogged or cracked, keep 'em.  They're the last defense the float needles have against crap causing the seats to shut off and the bowls overflowing.

Yes, thanks...someone on the VJMOG site pointed out that if you look closely you can see they are made of filter material which they are...I did not notice that I have them in front of me!...thanks again.
