how many volts are supposed to be running the running light?

hey guys.... how many volts are supposed to be running through the running light system? (solid brown wire) is it supposed to be a full 12V? (or in my case 11.59 without the bike running) Or should it be running less voltage to allow for a dimmer light?

The entire system is 12V.  Actually, 12 to 14.5V.  Bulb brightness depends on the filiment type.  The higher the resistance, the dimmer the bulb.
