Doesn't really matter anyway. It stays in the garage and I'm not riding in the rain.

The reason I wanted neoprene was extra padding, durability and shaping my seat.

Place a piece of thick plastic sheeting between your neoprene foam and the cover material.  This will help keep water from soaking in.  Don't over-do it with the plastic, folds might show through the cover and the seat needs to breath.

Yeah, since your spine has a shock absorber between each vertebra, let those absorb road shock instead of the bike.
The odds of rupturing or herniating one of those shock absorber discs in your back and pinching off the nerve bundles that service the body from the hips down is really very low in the young and invincible.  Pay no attention to those that say those compression effects are cumulative and some people experience constant leg pain as they age that only back surgery can alleviate it, for a while anyway.

Yeah, real men/women scoff at the possibility of a debilitating problem later in life.  It's all about today and seeing just how much punishment the human body can take, isn't it?  Well, that and looking cool, of course.  ;D

Oh, why yes I do have a herniated disc!  How'd you guess?
I'll never be able to sleep on my left side for the rest of my life without pain.  I'm getting used to the hip pain, leg pain, and waking up with my toe twitching.  I'm told it might not get too much worse if I keep weight off the spine and don't give it too much compression shock loads.  You know, the things that occur in ordinary living.  ;)
