Back to the title debate.
 Personally, I prefer my bikes to be completely legit. If its 1500 mikes away from home or 1500 feet away from home, a "shady" bike could be a problem just waiting to happen. I would have left the VIN tag on the correct titled frame and put all the stuff from the non-titled frame to it.
 Even doing that is shady, but less shady than moving the VIN plate to the untitled frame.

Why is transfer of parts shady? You aren't a numbers matching car guy are you? God I hate number purists.

Personally the cops just dont have the man power in every state to check VIN vs. Neck/Engine numbers. Sure some states, like Canada :P, can screw everyone over and get away with it. Ah the joys of a modified democracy. But elsewhere, in the midwest, cops aren't that drastic.

Just a registration check, if the title is in your name and the plates are too... bingo. You're good. I cannot tell you how many times I've been pulled over in a group or alone and just had a license check. Nothing else. That's it. And insurance here is madatory. Bastards.

Some states are hotspots. Like the tree huggers in CA. And in NYC. But where a lot of the travelling goes on, especially cross country, cops just wanna make sure you are safe.

99% of the time they don't think to check numbers even on heavily modified bikes.

what if your titled frame was twisted, and all you needed was a frame?

I would have bought a good clear frame or had the twisted one repaired. Sure its alot easier to move the VIN plate, but doing the correct/right thing isnt aways the easiest thing to do.
 I'm not a purist by far, unless it really matters (like on a Corvette,etc). If you mean matching number purist by the VIN plate and frame stampings matching, then yes I am a purist in that respect.

 It's just my opinion.
   I have been in enough stupid trouble in my younger years to know I dont want to get in any more stupid trouble like a "hack" frame. Sure, more than likely, the # will probably never be checked, but on the off chance they are checked, it's just more stupid trouble that could have been avoided.
 Like the thread title states "who cares". I dont care if you do this with your bike, but I wont do it with mine. There is no questions and there would be no questions or doubts about the true ownership of my bike. No one person or agency can legally take it away from me.
 To me, it is so much simpler to do it the right way than to "hack" it and worry about getting in "stupid" trouble that could have been avoided in the first place.

 And if I did "hack" my frame, I sure as hell wouldn't post on the internet that I did. That's my opinion also.

we aren't required to have bike insurance here in FL.
I don't think they're called cops in the "state"  :D of canada, they're called gestapos. ;D

First off,A.I.M. is Association for Injured Motorcyclists.

Some of us have a lifetime involvment  with bikes, and use them to travel, not take the car.. maybe you never experienced the fun in this.  maybe what you built is unsuitable to travel on?

 In life there are people we refer to up here as "heatbags"

 Usually they are the type of people you DONT want to go on a roadtrip with.
 Their ignorance, or blind stupidity and notions that  people trained in vehicle theft issues, wont notice an obvious serial # issue.. usually means..

 That if they get in trouble on the road, they will look upon you to help their sorry stupid ass out when they get in a jam, when it was all their own fault.

 so we dont ride with them..

It is perfectly legal to turn and go in a different direction and any roadblocks are required to offer another way out by law... it would be entrapment otherwise.

but yes... that might make them curious enough to follow you... that's why you don't turn and go the other way if you're not legal... catch 22

Sturgis is in South Dakota.... Would you consider that the Midwest? I don't but you might. Everyone's version of that is different.

And if you are talking about during the festival..... well I can see that. But on a normal day... probably won't happen.

I have been to Sturgis on a few cobbled together bikes. Just this last year we took an original Indian Chief (cannot remember the exact year) there and back and then shipped it off to Sweden. No title, only a bill of sale, and plates registered to the engine number. Indian's didn't have frame numbers either.

It boils down to how well that particular cop is informed. I know I have quoted my share of IL motor laws to out of state cops. Everytime I was let go or given a warning or given a ticket. But I have never, NEVER had a bike towed for improper registration.

Swapped numbers, mismatching engine, or cobbled together or not. Never.

no, by no means is the bike I built suitable for long trips. It's a hunched over cafe that's geared down to go about 110 at 8 grand.
 I have kids and a wife, so the obvious choice for me is to take the car.

I think the freedom of a cross country ride would be great, and my wife thinks so too, but if i were to do that I'd have to be old and have a full dresser, like a goldwing.

and as for the AIM, I know what it is, I was kidding- everything is a joke to me.
It's one of my faults, and the reason I had gone through so many jobs up until I had kids.
but hey, I like me. I think everything is funny cause it is. cranky people are the funniest of all.

Around here they dont care if you swap engines (as long as numbers look OK).
We usually go by frame #s, on bikes that came with them.

But I was adressing the op who stated that he did a data plate swap
.. now granted he did not mention what he did with the real number... but a frame cannot legally have 2 sets of numbers, unless one is reissued by a law enforcement agency.

the frame numbers allegedly would be ground and rounded smooth so they never existed, then If I were to do so,  they would be re-punched with the titled numbers off the frame that had cracked in half from using it as a dirt bike. if one were so inclined, he could drill out the rivets on both bikes and swap vin tags.
only illegal in the technical sense. and no one has to know but you.
if they check the registration and it doesn't come back "stolen" then why in the world would they dig and dig and dig, to make you into a criminal.... oh wait, we're talking about cops.

it's their job to get as many people in trouble over technicality's as possible.
