before i start cutting

i want to cut off the passenger foot mounts from my frame. Not just the brackets but the whole mount that connects to the frame. I just want to know that if I cut the tubular steel from the main frame am I going to end up with holes in the frame?

Do you need those for the exhaust mounts? I don't remember.

Those are usually just welded to the frame without any holes.  I would hack saw them close, and using a disc grinder, grind even closer, and finish up with a file so you don't grind into the frame rails (don't ask me how I know this  :-[ )  If you DO nick the frame rails, you can fill in the nick with some bondo and sand smooth.
But like mentioned, be sure you don't need them for mounting exhaust or brake hardware before you chop them off.

no i don't need them for the exhaust. thanks. that is not the frame i will be cutting its just an example. the frame i will be cutting is a k7 cb750.

just cut them off. cut off the tabs for the side covers. cut up the battery box. I almost got carried away. still going to do the seat pan. have a little grinding to do now.
is there a specific file that I will have to buy to do this right?
