taking the carbs off an cleaning them is something that i should be able to do without any trouble being a newb and all, right?

"Any trouble" is a little loaded. There will be some trouble getting them back on probably but as long as you keep everything organized (I did mine one at a time) and take some pics for reference you should be fine (noob to noob  ;D).

Some tips...use a 1 or 2 amp charger ( a car 10 amp will fry your batt. ) Your front brake is seized due to rust in the master cylinder blocking the return hole ...there are 2 holes in the m/c and its the tiny one closest to the brake-line....poke down with a #1 sewing needle to clear it...common on a bike that has sat...you can bleed the brakes and put fresh fluid later...good luck...

You probably should pull the plugs just to check their condition, but you don't need to pull them to check the spark. Just pull the cap off each plug and put another plug in the cap. To check the spark you also need to ground the electrode on the plug to a bolt on the head or some other steel part. The plug won't spark without a ground.

if so yes, i have tried the choke up down and inbetween.

here is what I am doing.
put the key in
open the fuel lever on the side from the tank
pull up the choke
turn the key and hit the start button.

Anyway. Ok. Try this,
hookup the battery charger,
pull the air box out.
Push the choke knob back down,
Check to make sure you have a steady stream of gas. if it's restricted, it's a problem.
wait ten minutes.
spray a small amount of carb cleaner or starter fluid into each carb
(I say small amount cause you don't wanna catch anything on fire)
pull the choke knob back up,
unhook charger,
turn on gas,
try kicking it.
If you cannot kick it,
try the button.

how do I know if the fuel is flowing freely?
and do i just spray the carb cleaner in the open air intakes where the air box was attached?

I've found kick starting helps when it's a non-running bike.
Yes, when you take the air filter boots come off the carbs, when you pull the choke, you;ll see a butterfly open and close. spray some in there.
As for the fuel, turn off your gas, remove the delivery hose from the petcock to the carbs, grab a cup, put the hose in the cup and turn it back on. If it's coming out of the hose steadily, either your petcock is clogged or the hose is clogged.

I've found kick starting helps when it's a non-running bike.


Yup, not using the electric start reduces electrical demand on the whole system, so if your spark is weak for some reason then kickstarting often works better than e-starting.



If it's coming out of the hose steadily, either your petcock is clogged or the hose is clogged.

I think you meant "if it's NOT coming out of the hose steadily" then something is clogged.

Has this bike been stored and not run recently.  If so, why bother trying to start it until the fuel tank has been cleaned out?  At a minimum pull the carb bowls, clean the needle valves, floats, main and idle jets.  Depending on what you find inside will tell you if you need to tear them apart further.  It is not always necessary.  This was all my 76F needed after a 25 year storage.  Sometimes you can get lucky.  It sounds pretty oblivious your brakes will need attention too.  At a minimum the piston seals will need to be renewed as these act to retract the piston when you release the brake lever.  It's not difficult and there a few threads detailing how to do it.

As far as the brakes go....get the front wheel off the ground and verify the brakes are sticking (I would bet they are). Crack open the bleeder on one of the calipers and try to spin the wheel.If its still locked....open the bleeder on the other caliper. Be careful with lettin' the brake fluid shoot all over everything.I like to put a hose directed into a container and have plenty of rags handy. With both bleeders open....if wheel is still not released....stuck caliper piston/s. If wheel frees......unclog the comp port in the master cylinder as was mentioned earlier.My money is on that being the culprit. I did mine with a guitar string and actually saw crap fly out of the hole along with some air bubbles.It is a tiny,tiny hole that HAS to be clear for the brake to release.If you find that to be your problem....keep cleaning and thoroughly flush the old fluid out ,replace with new and bleed.
I agree with the others here as far as fuel troubleshooting.I don't know if the 78 F's have bowl drains on the carbs but if it does....its  a good place to start.I put mine on the centerstand(or at least level the bike if you have no stand).I use a small jar (babyfood jar works great).Drain bowl into jar and look at what comes out and how much.Look for water,rust,misc.crap,gook,etc.or.....maybe nothing comes out. What does that tell ya'??? If it just comes out looking like ordinary gas.......take a marker and draw a line on the jar where the level is.Dump the sample and move on to the next carb.You wanna make sure they are all clean samples with equal fuel levels. The reason I do this is because it is very quick and easy to do and it can tell you alot about what is happening.
Anyhow.....keep at it and keep asking questions if you get stuck. You will get it running and enjoy it as it was meant to be.

But as others have said, before starting drain the gas and put some fresh gas in. Change the oil, or at the very least make sure it has oil in it.

If you do all the other things folks have suggested and it still won't fire despite turning over, one thing you might check is a faulty kill switch (the red one on the right handlebar.) I got the same exact bike about 4 months ago and it has a faulty kill switch that only worked when you pushed firmly down on the top of it. You can always just connect the two wires to be sure that is not the problem. That little switch caused me great amounts of exasperation!

got it started, I had to give it a few twists of the throttle first and then i inadvertently pulled the throttle again while i was kick starting it.
vroooooooommmmm!!!!!
if id didnt sound so good, it would have scared me.

anyway, i had to stay on the throttle for it to stay alive. after keeping it in the 2k rpm range for a bit i slowly let off the throttle and it tried to idle for a sec but couldnt.?
(there were a few pops (2) the second time I got it going bout not much)

still need to get a wrench and at least check the plugs if not replace,( and may need to get a new battery after all, i let the little B&D charger that I bought go for about 3hr and it still wasnt fully charged...anyone know how long this should take?)

oh and pipe one and 2 were just warm, while 3&4 were HOT sizlin!

Let the charger run overnight, it could take up to 8 hours. If one and two are not as hot they are most likely not getting fuel. Check your plugs, check your fuel flow, put inline filters on your fuel lines, but make sure the path is downhill and has no kinks.

Well done!  Based on your symptoms (needing to hold throttle open to start/run, won't idle, 1&2 not firing) sounds to me like your carburetor slow jets are clogged.  :)
