Float levels

Hi all
Can anyone tell me if the float level on a k6 is measured with the gasket on or removed..
Currently they are set without the bowl gasket in place. Bike runs very rich on all plugs.
I noticed something today when i took it for a short run to the corner store i forgot to turn the petcock back on and about halfway home it really started to run good big difference (only live 3 blocks from store) any ideas? carbs have all stock jets cleaned and sync'd, needle in middle notch..
I really think the problem is in the float height..any help please would be appreiciated

if you have the too much fuel in the bowls It will run out of the overflow tubes and on to the ground

measure the height without the gasket...with the tab JUST TOUCHING the needle...not compressing anything
