charging system

on a 78 cb550k is it normal to get readings on the battery as high as 16.4 volts when reving near 4000 rpm 14.5 at idle i seem to be popping main fuses readily don't know if maybe it is shorting somewhere since i have the harness exposed from the headlight a a bare ignition switch i was forced to puch out since i don't have keys for the bike got it at a salvage yard.

No.  Anything over 14.5 - volts is considered harmful to the battery.

The regulator is supposed to keep the alternator from putting more than 14.5 V on the battery. Either it isn't connected up properly or has failed.
