What usually warps is the gauge face and the needle might then rub on it.  You say your needles are warped?  I never heard of that.  But there is a way to take those apart and replace the needle and / or face.  You have to remove the units from the holder on the bike.  The chrome ring that goes around the gauge (I can see it in the pic) will need to be uncrimped from the back.  Then the 2 halves come apart.  You will end up with something like below.

I had the same problem with warped needles on 650 gauges. I tried to uncrimp the ring but by the time it was uncrimped it was also stretched beyond use. I had better luck cutting the ring and then epoxying it back on. Hold it in place with a large hose clamp until epoxy dries. I replaced the needles with some metal needles form some old Suzuki gauges. Both sets of gauges were made by ND so needles fit perfectly.

I used a small screwdriver to uncrimp the lower edge all the way around the gauge.  You move the screwdriver a little bit at a time around the ring.  It takes patience and time so don't rush it.  When you put it back together you will have to recrimp it and not wreck the top visible area of the chrome ring.  I wrapped the top part of the ring with electrical tape to protect it when recrimping.  Again, patience.
