Just went through this problem on my 750F2 (Comstars). Tried different tires, tried different tubes, tried a different rim - no joy, even with upwards of 60 PSI. I finally got it to seat after cleaning the wheel in the area where the tire bead sits (and the ramp leading up to it from the center well) with a scotch brite wheel mounted in an air powered die grinder. I followed up with a buffing wheel & rouge. I then quickly went over the bead of the tire (the part that seats on the rim) with my scotch brite wheel, and I applied a lubricant to both the rim & the tire bead. After all that it eased right out with about 20 PSI.
Sounds like you may have a steel rim with spokes. Clean up any & all rust on the inside of the rim as best you can - wire wheel, sand paper, steel wool, etc. Do the same on the tire bead. I've had good luck with the waterless hand cleaners (like Goop, no pumice) for a tire lube.
