Sounds like a pretty cheap price. Maintenance is generally straight forward, simple, and not any more expensive than a newish Honda. The Bassa had a few extra bells & whistles as compared to the base model Jackel. I especially like the tubeless spoke rims & the big discs up front. lots of power, good handling, and good brakes. This is an injected motor, and there are some tuning issues that often need attention initially that require access to a good dealer (Fast By Ferracci in PA). But from what I've heard when they are set up correctly they are really sweet. Don't lug the motor - they like to rev (for a twin). And don't expect to use 5th gear unless you plan on running 75+ MPH. They will do it all day, two up, pulling a trailer.
