Is there a tutorial on rebuilding the mechanical carbs on an 98 650 and who has the best carb kits?

a 98 650? Or do you mean the 1980 650 listed in your signature?

I've not done any 650 carbs, but this Noob took apart his carbs and put them back together again with help from a manual and lots and lots of digital camera photos. Take apart a piece, take a photo. Lots of photos of carbs before their taken out of the bike even.
