Head bolt not going back in.

I started screwing my head bolts back in today and my number 3 headbolt only went a couple turns before halting.  I tried, everything I could think of to turn it without just wrenching it.  Nothing worked.  In backing out the bolt the first two threads were ground down.  I took the head and cylinders back off to clean out what I suspected was a chunk of metal.  I found none.  I cleaned it out as best I could and tried several extra bolts and they all do the sane thing.  The first two or three threads gget ground off, then it stops turning.  I'm outta ideas here.  What is it?  I figure if it was cross threaded that the bolt would grind off the threads in the sluminum block first, instead the steel bolts are getting ground.
