Check that the choke lever when it is turned on full, actuates the throttle a bit. There is a cam with adjusting screw buried under the tank in front of the carbs that will set that point. It should be fully off when the choke is off, but progressively advance the throttle a bit as the choke is applied. You can see the throttle grip turn a bit if you put the choke onto full. Without this advancement of the throttle, it will make start-up from cold more difficult.
