Carb Question?

I've been cleaning up the the carbs on my '74 CB550 and these leaf spring looking things (not sure of the name) over the floaters are very loose. Is this normal? There doesn't seem to be any clips holding them in place they just slip on.

Those clips are held firmly in place when the carb bowls are installed.
