not difficult just detailed. you need a MV1 standard form, photos(before/after condition), a letter explaining the reason it doesn't have the correct ownership papers, and a form for a law enforcement officer to sign off on the vin number.
Since mine was missing the MFG compliance tag, I also must either get a letter from HONDA stating it was made to 1970 specs, or apply as home built. Home built includes an inspection and a receipts for Items over $150 including frame and engine.
The guy on the phone agreed that in my case the missing tag was a brutal technicality, but he can't jepordize his job for it. I understand, jut sucks...
In my letter explaining the bike, I tried to be breif. that I think was a mistake. Be very clear about the details. have the letter proof read by someone who knows nothing. Otherwise you'll be on the phone like me re-explaining the whole thing!
