Petcock Problems cb500 f1

Hopefully somebody can help me out.

stripped down the fuel tap on my bike a few days back, its the type that has the two fuel outlets, one line to carb 1 and 2 and the second line to 3 and 4 carbs. I stripped it because I was cleaning out the tank while working on the carbs  and I thought that it would be a good idea to clean it while i'm at it . Anyway since rebuilding it it leaks quite badly from behind the leaver which is also quite stiff to move.
There are two spring washers that feel like they are not sitting right. All the seals are in good condition and are fitting right. Can anybody tell me if its normal to have to replace these washers after they have where been 'released'? ie have they become unsprung or something.
I guess that the easiest way to find out would be to replace them but its Saturday night here in ireland and it will be monday before I can get any replacements so I thought that I would ask in the meantime.

Hope you don't find this insulting, but did you get the parts back in the right order? When I  dismantled mine for a cleaning and look-see, wasn't paying attention and got the spring washer in the wrong order.. it leaked.
We'll all be someone else's PO some day.
