I have a 74 CB350 Four will I need to balance the carbs, and if so what’s is balancing and how do you do it

You could buy a carb syncronizer and sync them. JC Whittney sells them at there web site.

Look in the FAQ and find the downloadable SOHC manual which will take you through step-by-step.

You will need a syncronizer but you may as well get it from the honda shop. I got mine for $45. yes jcwhitney has it for $40 but once you factor in shipping then the honda shop was cheaper and I could inspect it before buying it!

I would recommend a Morgan Carbtune, they're easy to use but more than $40...

Mine were £20 on eBay (UK)

it's a little more complicated than what screw but to answer your question directly the adjustment is done on the carb linkage.
your really going to have to download the carb section and read the book.
be sure to do a "complete tune-up" including ignition and valve adjustment before balancing
