Rocker arm shaft mounting bolts high tensile or heavy duty?

I need to replace the rocker arm shaft mounting bolts. Size is 5x16 and there are 8 of them on the F2.  I was wondering if they were high tensile or heavy duty bolts?  I haven't checked if you can buy them from Honda or source them from a hardware store.
