F3 Rear Brake

Having a problem with the rear brake on my 78 F3. The brake is dragging new pads and rotors I have cleaned the master and caliper very well and has new parts seals ect. When I loosen the rear axle nut the brake doesn't drag but when I torque it to the proper setting the brake drags enough to cause the rotor to get hot. I have checked the diagrams for the rear wheel and axle  it seems to be put together properly can't figure it out seems to be dragging on the piston side of the caliper. I could sure use any help on this.

Does it drag throughout the entire turn of the wheel? Or does it free up - drag - free up - drag as you turn the wheel?

Are you just doing this by turning the rear wheel when it's on the center stand or is it doing it  when you are driving it.

When you replace pads you'll find that you have to drive it and apply the brakes fairly hard a couple of times to get everything to line up & set in place.  I would put the bike back together & take for a ride and see if it straighens itself out. Also a little brake grease in the right spots helps keep the brake pads moving freely.
