Carb slides

Just a quick noobie question.
I have the carbs removed from my 75 CB550. I noticed that the slides do not close all the way.
In other words, if I use the flashlight bench sync method, light always comes thru on all 4 carbs.
The gap is around 3/16".
Shouldn't the slides close all the way (no light coming thru)?
If so, how do I fix this and what affect would the slides not closing all the way have on performance.

1- you have to back out the idle knob
2- the individual slide adjusters must be positioned to allow closure.
3 - the slide cutaway must face the inlet side of the carb throat.  Only the lowest part of the slide (facing the engine) should touch bottom.

If the slides truly stay open 3/16" the engine will race to rather high RPM.
