does a set of old rusted 4/4 exhaust on a cb350f cut down alot of power from the bike like with backpressure and all that jazz?

I'm not quite sure what you are asking...

The 4/4 exhaust is heavier then a aftermarket 4/1 exhaust but if the rest of the system is stock then the 4/4 will be fine.

Well it depends on the condition of the inside of the exhaust.  If the baffles rattle bad and there is holes in the pipes then yes it will.

Yep, wouldn't provide as much backpressure as a new, non-holed set of mufflers would.
