Stooopid battery charging question...

I've got a Harbor Freight battery charger... Set to 12v/2a, with the battery installed, and the charger connected... I get a voltage of 13.5v, when I measured.

Similarly, when I put my HF float charger on, I get a measurement of 12.5v.

Don't I need to get to 14.5v to charged the battery fully?

Battery, I bought about 3 week ago (walmart brand).

Can someone clarify this for me?

Batteries charge like water flows downhill.  If your charger input voltage exceeds the voltage of the battery it will charge.
